尊敬的Arie Reich 院长、尊敬的周大霖副司长、各位朋友、先生们、女士们，

大家下午好！

今天是一个值得记忆的日子：对外经济贸易大学法学院与巴依兰大学法学院在这一天正式签署了一份具有实质性内容的合作交流协议。

在这个时刻，我想特别提到的是，这份协议是在一个背景下签署的：今年是中以建交20周年的年头。中国驻以色列大使最近说：中以两国的合作和交往取得了巨大的成就，这种交往将为两国人民带来更多的贸易、更多的投资、更多的就业机会、更多的相互了解和更多发展的机遇。

巴依兰大学法学院在国际上享有崇高的声誉。在近半个世纪的办学中，为以色列乃至全世界培养了数以千计的优秀法律人才，在学术研究和人才培养方面取得了骄人的成绩。

对外经济贸易大学法学院一直以培养国际化法律人才为目标，经过近30年的发展，已经聚集了一批具有国际化研究思路和视野的教师，绝大多数教师拥有国外留学和交流经历，同时也形成了独树一帜的国际化法律人才培养模式，培养了一批又一批的国际化的高素质法律人才。比如，在高伟绅律师事务所，这是英国规模最大的所，也是世界最知名的所之一，2011年在该所的北京和上海分所，我院毕业的学生有11个人作为正式员工在其中工作，比我国其他任何一个法学院的毕业生都要多。又如，我院每年都有数十位毕业生赴美国哈佛大学、纽约大学、哥伦比亚大学等著名大学的法学院进行深造。仅在2010年，美国的哥伦比亚大学法学院就接受了7名我院的毕业生。

与此同时，对外经济贸易大学法学院与国外许多著名大学之间的保持着合作交流关系，许多国际知名的专家和学者与我院进行着深度交流，诸如WTO上诉机构前主席James Bacchus，“WTO之父”John Jackson等著名专家和学者都是我院的荣誉教授，多次来我院进行学术交流。

与此前的国际合作相比，此次与巴依兰大学法学院的合作，创新了以往国际合作模式。特别是，两院教师到对方学院任教和两院相互承认派到对方学习的学生的学分，这对双方的学生相互学习对方国家的法律和文化，具有深远的意义。

总之，与巴依兰大学法学院的合作，标志着对外经济贸易大学法学院的国际合作办学水平上了一个新的台阶。我们坚信，此次合作将极大地深化我们两所法学院的教育和科研合作水平，推动两所法学院的互利合作，促进两所法学院科研和教学水平的提高！

站在新的历史起点上，让我们两所法学院携起手来，不断推动中以法学教育合作向着新的历史阶段迈进！

OPENING REMARKS

 

Distinguished Dean Arie Reich, Distinguished Deputy Director Zhou Dalin, Dear Friends, Ladies and Gentlemen, Good afternoon!

Today will be a memorable day, on which Bar Ilan University Faculty of Law and UIBE Law School have officially signed a Student Exchange Program Agreement with substantive contents.

At this moment, what I would like to mention specifically is that the agreement was entered into under the backdrop of the 20th Anniversary of Establishment of Diplomatic Relations between China and Israel. China's ambassador to Israel made a recent statement that the Sino-Israeli exchange and cooperation in various fields has obtained great achievements; and in the future, this bilateral relationship will bring more opportunities for trade, investments, employment, development for both nations, and it will also provide a better platform for mutual understanding. 

Bar Ilan University Faculty of Law enjoys high prestige in the world. For the past half-century, it has educated thousands of excellent legal talents for Israel and for the world, making remarkable accomplishments in both academic research and talent training.

UIBE Law School has long been dedicated to the cultivation of legal talents of international standard. After 30 years’ development, we have gathered a group of teachers with advanced research ideas and international vision, most of whom have overseas study or exchange experiences. At the meantime, a UIBE Law School has formed a unique model for the education of legal personnels of international standard and it makes contribution to the society by fostering high-calibre students year by year. By the end of 2011, one of the UK’s biggest and world leading law firm— Clifford Chance had offered 11 job opportunities to the students of our law school in Beijing and Shanghai, more than any other law schools in China. Every year we have dozens of graduate students taking advanced courses abroad in world famous universities, such as Harvard, Columbia and NYU. Only in 2010, Columbia accepted 7 our graduate students as master candidates.

Meanwhile, UIBE Law School has actively conducted international exchanges with quite a lot of world famous universities and scholars. Some of the experts, like the former chairman of the WTO Appellate Body—James Bacchus, and “Father of the WTO”—John Jackson, are our honorary professors. They have come and visited our school for academic exchanges for several times.

Compared with the previous international cooperations, this time Bar Ilan University Faculty of Law and our school have created a new model. Especially, we begin to send teachers to give courses on an exchange basis and have in place a mechanism of mutual recognition of credits for students studying at the each other’s law schools, which has profound significance for students of both sides to learn the law and culture of the other country.

In conclusion, the cooperation with Bar Ilan University Faculty of Law will elevate UIBE to a new height in its International Cooperation and Exchange. We firmly believe that this cooperation will greatly deepen our mutually beneficial cooperative relationship, and enhance our ability of education and research.

Standing on the new historical starting point, Let’s join hands together for the promotion of Sino-Israeli education cooperation so as to forge ahead towards a new era!
